Referee (football)

A referee presides over a game of association football. The referee has "full authority to enforce the Laws of the game in connection with the match to which he has been appointed" (Law 5), and the referee's decisions regarding facts connected with play are final, so far as the result of the game is concerned. The referee is assisted by two assistant referees (formerly known as linesmen), and in some matches also by a fourth official. In 2006, the appointment of a fifth official also became possible, due to implementation by FIFA. The match officials utilise a positioning system known as the diagonal system of control. The vast majority of referees are amateur, though they are usually paid a small fee and/or expenses for their services. However, in some countries a limited number of referees - who mainly officiate in their country's top division - are employed full-time by their national associations and receive a retainer at the start of every season plus match fees. Referees are licensed and trained by the same National organizations that are members of FIFA. Each National organization recommends its top officials to FIFA to have the additional honor of being named a FIFA official. International games between National teams require FIFA officials. Otherwise, the local National organization determines the manner of training, ranking and advancement of officials from the youngest youth games through professional matches.

Powers and duties


The referee now carries a yellow card and a red card, for cautioning and sending off players.

The referee's powers and duties are described by Law 5 of the Laws of the Game. These include: · enforcing the Laws of the Game; · controlling the match in co-operation with the assistant referees and, where applicable, with the fourth official; · ensuring that any ball used meets the requirements of Law 2; · ensuring that the players' equipment meets the requirements of Law 4; · acting as timekeeper and keeping a record of the match; · stopping, suspending or terminating the match, at his discretion, for any infringements of the Laws; · stopping, suspending or terminating the match because of outside interference of any kind; · Stopping the match if, in his opinion, a player is seriously injured and ensuring that he is removed from the field of play. An injured player may only return to the field of play after the match has restarted; · Allowing play to continue until the ball is out of play if a player is, in his opinion, only slightly injured.

Whistle use

Referees use a whistle to indicate the commencement or restart of play, to stop or delay play due to an infringement or injury, or to indicate that time has expired in the half. The whistle is an important tool for the Referee along with verbal, body and eye communication. The use of whistles is not mandated by the Laws of the Game. In fact, the whistle was not mentioned in the Laws of the Game (LOTG) until very recently. The main LOTG simply mentions the referee should signal certain events. Only in 2007, when the IFAB greatly expanded the LOTG Additional Instructions section, did they mention the whistle. In fact, they wrote up a full page of advice on how and when the whistle should be used as a communication and control mechanisms by the Referee. Before the introduction of the whistle, referees indicated their decisions by waving a handkerchief. The whistles that were first adopted by referees were made by Joseph Hudson at Mills Munitions in Birmingham, England. The ACME Whistle Company (based at Mills Munitions Factory) first began to mass produce pea whistles in the 1870s for the Metropolitan Police Service. It is frequently stated the referee's whistle was first used in a game between Nottingham Forest and Sheffield Norfolk in 1878; however no such fixture is known to have taken place between the two clubs in that year.

Uniform

Modern day referees and their assistants wear a uniform consisting of a jersey, shorts and socks: until the 1950s it was more common for a referee to wear a blazer than a jersey. Traditionally that uniform was almost always all black, unless one of the teams was wearing a very dark jersey in which case the referee would wear another colour of jersey (usually red) to distinguish himself from both teams. At the 1994 World Cup finals, new jerseys were introduced that gave officials a choice of burgundy, yellow or white, and at the same time the creation of the FA Premier League in England saw referees wear green jerseys: both changes were motivated by television considerations. Since then, most referees have worn either yellow or black, but the colours and styles adopted by individual associations vary greatly. For international contests under the supervision of FIFA, Adidas uniforms are worn because Adidas is the current sponsor. FIFA allows referees to wear five colours: black, red, yellow, blue and green.

The Midland Alliance (now sponsored by ASPIRE) was formed in 1994 by 20 clubs, 10 from the West Midlands Regional Premier Division and 10 from the Midland Combination. Amongst those clubs was Shifnal Town.

The league now consists of 22 teams for the 2008/09 season where all the teams will battle it out to gain promotion to the Unibond Division 1 South or the British Gas Midlands Division.

FTL Futbol West Midlands (Regional) League

The West Midlands (Regional) League was formed as early as 1889 as the Birmingham & District League to cater teams in and around the Birmingham area. At one point in it's past, this league was considered one of, if not THE, strongest league outside of the Football League. It has undergone many name changes, due to the amalgamation of other leagues and various title sponsors.

Currently the league runs with three divisions; Premier; Division 1 and Division 2. The league has approximately 50 clubs within it's structure and regularly adds to it's members by accepting teams from various County Leagues. The Shropshire County League; The Herefordshire League; The Wolverhampton Combination and the Kidderminster & District League are all feeder leagues into the West Midlands Regional Leagues. The West Midlands Regional Premier Division is also a feeder league for the Midland Alliance or the Midland Combination.

Shrewsbury Town FC was formed in 1886 and spent many of their early years migrating around the town trying to find a decent place to call home, the most commonly used ground was probably Copthorne Barracks.

For the 1895-96 season Shrewsbury applied to join, and were accepted into, the Birmingham League with the likes of Crewe Alexandra, Coventry City, Stoke City, Kidderminster Harriers and Stafford Rangers. Before this time the club spent most of it's early years playing friendly matches.

The club began the process of looking for a permanent ground in 1910 and found an ideal piece of land situated on the outskirts of the town centre, next to the abbey and River Severn, known locally as the Gay Meadow. This was to be called home until the 2006-07 season, a whole 97 years, in which the ground changed remarkably, up until the last 10-15 years that is!!!

Shrewsbury Town FC only ever won the Birmingham League on one occasion, the season of 1922-23, and moved to the Midland Champions League in 1937-38. This saw a massive upturn in the clubs fortunes and in the first season Shrewsbury Town FC won a league and cup treble, scoring 111 goals in the process, winning the Welsh Cup after a replay, having a good FA Cup run and they won the Shropshire Senior Cup.

Following on from some good seasons in the post-war years, Shrewsbury won the Midlands League again in 1949-50 and were, finally, successfully accepted into the old Third Division(North) of the Football League for season 1950-51. This was largely due to the Football League's decision to expand the number of teams from 88 to 92 clubs.

Shrewsbury have only dropped out of the Football League on one occasion, 2002-03, this relegation saw the demise of Kevin Ratcliffe and the club appoint Jimmy Quinn to try and get Shrewsbury out of the Nationwide Conference at the first attempt. Promotion at the first attempt had only been achieved on 2 previous occasions in the history of the Conference, by Lincoln City and Darlington, with Darlington being the last team to be promoted straight after relegation, in 1989-90.

On returning to the Football League, Shrewsbury made a poor start and this ultimately led to the demise of Jimmy Quinn and the introduction of Gary Peters. Althougth Peters was a 'marmite' type of person, you either love him or you hate him, he was very much responsible for improving the overall outlook of the football club. He made the running of the club, both on the field and off the field, much more professional, including improvements to the training ground, a version of the successful 'pro-zone' being used and much more interaction with the fans.

After achieving a Wembley play-off final in front of over 60,000 fans, the following season was a bit of a damp squid and ultimately cost Peters his job and he was replaced by Paul Simpson in March/April 2008

Wrekin 'Red Lion' FC currently play in the Premier Division of the Telford Sunday League.

Formed in the summer of 2002 by Harry Jones (Jnr) and Nathan Davies, Wrekin still have some players that played in that very first season. Current manager Harry Jones (Snr) took over half way through that first season, joined by assistant manager JJ at the beginning of our second season.

On the pitch Wrekin have been promoted up 6 leagues in it's first 6 years of existance and are hoping to establish themselves as a decent Premier Division team.

Wrekin 'Red Lion' FC also have their own Futsal team, Wrekin Futsal, and are seriously considering moving into Saturday football.
